EVERYONE under the Bill of Rights has a "Right to Bear Arms" but EVERYONE is not mentally stable enough to carry a gun but no one knows that til a senseless killing or massacre occurs in our country. I believe before issuing out Concealed Handgun License (CHL),applicants should go through a psychological screening. When they plugged the "Right to Bear Arms" into the Bill of Rights,this was only the beginning of America's stand of a country. America has evolved,for the better and for the worse,over 235 years and some of these policies are 235 years old,untouched. I just ask that you take a look at ALL gun rights and make the necessary provisions.
