Temp worker program, limited openings. For first year, only those steadily employed here for 3+ months, or since start of program, whichever longer, no criminal record. After that, applicants pass a criminal background check and apply at a U.S. embassy.

Fine those who employ illegals $1,000 per illegal per day employed.

Reinterpret 14th Amendment's "subject to the jurisdiction thereof" to align with U.S. v. Wong Kim Ark's "permanent domicil and residence in the United States, and are there carrying on business, and are not employed in any diplomatic or official capacity [by a foreign government]" as test for birthright citizenship. Children of illegals, tourists and temp workers would not be citizens.

Offer all immigrants citizenship if they join the military and serve term honorably.
