If the second amendment is to be taken seriously, then its most well-known terms would seem to require clarification. An organization defined as a militia should possess, at minimum, a mission statement and a membership list. Further, an organization that is well-regulated should be bound by clear rules that govern the functioning of its members, including the privileges granted them. In this case, privileges would include the types of weapons permitted and the contexts in which they may be used. Finally, the administration should advocate for legislation that prohibits the use or possession of weapons by any person not a member of a well-regulated militia, as unaffiliated individuals fall outside the scope of the second amendment.
