Take a stance on the government overthrow in Egypt; is it a coup, yes or no?

The Obama administration owes it to the American people to explain why we are providing assistance, in the amount of 1 billion dollars per year, to a military that has overthrown a democratically elected government, claimed power, and violently dispersed protesting civilians. Is it a coup, yes or no? If yes, then the government aid is legally required to stop. If no, then the aide can legally continue but should be justified to the American people with respect to our common values. The Obama administration can not have it both ways on this issue.
