take a stand against school violence and create a "21 Jump Street" unit for school security.

Just as we responded to the need for airplane security with air marshals, we need an equally strong response to violence in our schools. Many claim that adding armed security to our schools will deter violence. While there is clearly no debating this is a smart policy, some deviants will be able to identify where the security is and plan their actions accordingly. That is why it is important that the security forces infiltrate the student body with undercover (and heavily armed) agents. One might be less likely to attack their classmates if they think the nerd in the back of the class might actually be a federal agent packing heat!
I believe a policy like this was briefly enacted in the 1980s and showed promising results, as documented in the educational program, "21 Jump Street".
