Take steps to stop the sexual assault epidemic in the US Military.

The current Chain of Command system of reporting sexual assault in the US Military is ineffectual. Many victims are assaulted by higher ranking members of the service and fear retaliation, not reporting at all. Other victims do report the crime only to be blamed for the incident, with questions like, "What were you wearing?" and "Why were you there in the first place?" This is no way to treat the men and women who dedicate their lives to our country, and steps must be taken to ensure that the silent epidemic of military sexual assault comes to an end.
