It is currently possible for a president of the United States to make a rash decision to launch nuclear weapons, which results in a de-facto declaration of war, a power assigned solely to Congress by the War Powers Clause of the U.S. Constitution. This country's nuclear arsenal should be kept offline but ready to launch, only in the event of a pre-emptive strike by another nuclear power, or with a full declaration of war from Congress in accordance to the Constitution.
