WHEREAS millions of people have been inundated by fraudulent "scam" phone calls by people falsely representing themselves as IRS officials or Microsoft technicians; and
WHEREAS the callers have been using tactics involving fear and intimidation in order to extort money from or gain access to the computer systems of their victims; and
WHEREAS while these calls are in violation of US law and FTC regulations, the callers are immune from prosecution because they operate out of safe havens in foreign lands; and
WHEREAS these criminal activities represent a clear and present danger to the security of the people of America:
WE THE PEOPLE petition the Executive to bring to bear the full force of the United States intelligence, security, and military apparatuses to find and stop these criminals
