Tax all unearned Social Welfare Programs.

The current system of Social welfare programs is an unfair burden upon the Taxpayers of the United States. I propose that UNEARNED Social Welfare Programs (SSI, SNAP, AFDC, Ssction-8 Housing, and Medicaid) be subject to a Flat Tax, based on the Head of Household's age.
Age 16-25 would be taxed 25%*;
Age 26-35 would be taxed 20%;
Age 36-45 would be taxed 15%;
Age 46-55 would be taxed 10%;
Age 56-65 would be taxed 5%; and
Age 66 and above would be tax free.

Anyone who is catastrophically and completely disabled (at no fault of their own would be exempt from tax.
Individuals under age 26 and is attending school FULL-TIME, and making successful progress towards the completion of educational requirements for H.S. to Undergrad would be exempt, except if convicted of U.S. Code Drug Crimes.
