To support and encourage investment in new business growth and development, the tax code should be changed to apply especially advantageous tax rates (5%) to long term capital gains resulting from investment in stock at Initial Public Offering (IPO) since this actually helps capitalize business growth and create jobs unlike retrading previously traded stocks, which does not.
