Institue a FEDERAL TAX on BULLETS that are sold to civilians. Bullets for the US Armed Forces and for Federal and State law enforcement agencies shall be exempt from this taxation. Taxing bullets does not have any Second Amendment issues as it does not in any way infringe on individuals' right to bear arms. Further, the tax directly affects the component of guns that actually inflict damage - the bullets. Aggressive taxation of civilian bullets will raise revenues and minimize the incidence of mass shootings as well as petty crimes in which bullets are fired as the cost for such activity will be prohibitive if the tax is appropriately aggressive (assume such that an individual bullet costs $20.00).
