A cigarette, which if consumed in great quantities, can increase your risk of disease and death. The country has come to a consensus that the increased burden on the healthcare system should be paid, in part, by a tax on the cigarette.
A bullet, if used properly, is designed to increase the risk of injury or death. It is not taxed in a way that reflects the true cost to the population. A bullet is a unique object which serves no other purpose but to wound or kill. The specious arguments that cars kill or hammers kill so let's also regulate and tax those objects accordingly can only be made by the misguided logic that gun rights supporters cling to when challenged on the inherent dangers of guns.
A bullet has no other purpose but to cause injury or death, regulate it accordingly.
