Tax businesses based on scale and legal, fairly treated employees

Give tax breaks to businesses who employ US citizens and treat them fairly. (Good wage, hours, proper training, benefits, etc.) Tax breaks will be based on how many employees a business has, and on scale.

E.g. Speedway will be on a different scale than a local hobby shop.

Businesses must be US-based and report their profits to the US, not off-shore accounts to avoid taxes. Only legal US citizens will count toward the tax break. No over-seas businesses or employees will count.

Checks must be put in place yearly to check citizenship and working conditions.

Heavily tax all businesses who continue to use loopholes to avoid taxes mentioned throughout.

With so many extra people working and being treated fairly, tax revenue will be made up regardless of the breaks. Everyone is happy!
