The economy and job creation have languished while financial institutions and other businesses have accumulated huge hordes of cash. Investing that cash would result in stimulating business and job creation. By taxing business cash reserves, there would be an incentive to invest. Some reasonable amount of cash should be exempt from the tax; the objective is to encourage investment and job creation, not to punish firms that have legitimate needs for cash reserves.
