Allow any religious organization that has declared tax exemption to be investigated for profitability, expenses, income, etc. Any found with excessive expenditures to be further investigated and perhaps fined, or taxed.
Demand that any religious organization that has declared tax exemption be held responsible for being politically neutral or unbiased. If having proven a bias, that they be fined.
