As Elecronic Trading of Securities and Stocks have been ultimately responsible for huge market swings, contributing to US and world financial instability, we propose a tax on each electronic trade.
These trades are often occurring under algorithmic computer commands, in fractions of seconds, trading huge volumes, creating wealth for institutions,corporations and individuals. To Each trade should be applied a flat tax.
The shear volume of daily trades would generate enough funds to substanially bring down the National Debt. Reinstating the "uptick rule" will help to stabilize markets.
