The gasoline companies are selling gas (not oil, refined product) on the world market. This ties our gas prices to the world market price. A fifty cent per gallon tax would drop our gas prices by that amount. As a side effect, we would likely get a decent revenue stream from this.
While we would need a constitutional amendment for this to work, this petition would be a protest that could make that happen.
