Tax the gun market and use the dollars to improve mental health services. That should do it.

Mass shootings are a two part problem.
1.> Poor awareness and access to mental health care.
2.> Easy access to automatic and semi-automatic weapons.

Impose a higher tax on guns & ammunition, and use the revenue to improve access to mental health services, and stricter mental evaluations for gun ownership.
