Bullets, not guns or people. There should be a graduated per bullet tax based on the appropriateness of the ammunition for hunting. Top tax should be $100 per bullet for high velocity and fragmentation bullets and $1 for bullets typically used for hunting. Proceeds go to making weapons that can be fired by only the owner.
