Gun owners argue that they are law abiding responsible citizens and that we cannot constitutionally impose on their rights of gun ownership. The Heller case does allow the imposition of certain restrictions, we ask the federal government to impose a meaningful significant tax on each bullet sold and each new gun. Revenue from this tax would be used to fund training and vests for law enforcement, to create a fund to help victims, to fund development of sensible gun laws and regulations, to fund development of safety devices such as biometric trigger locks, to fund security improvements at public spaces, to provide funds to pursue and prosecute violators and criminals. Law enforcement could be exempted.
