The overpopulation of pets in shelters is leading to euthanasia of healthy adoptable animals.By adding a twenty percent surcharge to purchases of pets from pet stores we can institute training and grooming programs for shelter animals to increase their chances for adoption. Funds raised through this surcharge can also be used to improve shelter conditions and promote adoption awareness.
