When corporations and individuals create pollution, they are imposing costs on society. To the extent that it is possible to do so, society should be being compensated for those costs.
To this end, I propose taxes on negative externalities (such as pollution, deforestation, greenhouse gas emissions, grazing, and mining). I propose that the revenues of this tax be returned to all citizen residents equally per capita as taxable income.
Furthermore, this income should affect the calculation of needs-based benefits, such as TANF, SSI, UI, EITC, and the minimum wage (which should also adjust for inflation).
Such legislation would decrease the market distortions which cause corporations to choose cheap destructive practices. It also increases liquidity and fairness in the labor market.
