Tax refunds and the amounts one should be able to recieve

I petition the government to stop paying back in tax refunds more than a taxpayer has paid in. And if someone is on public assistance (ie-welfare or food stamps) then they should be banned from receiving tax refund during the period that they are living on tax dollars paid by working americans. There should be no more 4 and 5 thousand dollar checks given to people who are not working and are already living on welfare and food stamps. And No one should receive a check that equals more than they put in to the system for that particular year of earnings.
