Tax US firms that outsource jobs by the amount it would have cost to do the job in the US by no less than min wage.

Companies that outsource jobs shall be fined or a tax should be placed on any goods imported into the US equivalent to the amount that the company would have had to pay to do the work here in the US at no less than minimum wage. If the outsourced job is a service then the fine or tax should be equivalent to the average regular rate in the country.

If a company or corporation completely leaves the country to avoid taxes all Corporate officials or company executives who work at the new location shall give up citizenship to the United States of America.
