The President wants to increase taxes on the wealthy. this is one method to do this. The IRS already taxes some fringe benefits. Taxing the benefit of paid vacation (not salary) but the cost of corporate or government paid for vacations like airfare, lodging, food and entertainment should be taxed as a benefit at the regular rate.
