In order to support the the development of emotionally healthy children, the Obama administration should encourage more mothers to stay at home and raise children. The majority of US women would like to spend time at home raising children but are limited by finances. The administration should therefore provide funds for this worthy cause. The source of funds for this family strengthening endeavor can be a small tax on welfare recipients (who probably did nothing to earn their welfare check in the first place and have no right to complain about losing a portion of the check).
