On a date that is to be determined, congress shall gather to determine specific powers that are to be given to either states or the federal government. The powers that are to be given will be based on the wants and needs of the general public and/or government officials. Topics to be considered are powers including the following: Same-sex marriage, gun control, abortion, healthcare, and other "hot topic" subjects. By allowing congress to decide who it gives the power to, it allows them to consider which policies are best fit for the government that is closer to the people and which policies should be under the Supremacy Clause.
