TDIs for Clunkers - Make VW trade-out fuel efficient TDIs that cannot be fixed for worse polluting clunkers

The proposed settlement of Dieselgate wrongly calls for the crushing of new model turbo diesel VWs and Audis that are repurchased from owners if they cannot be fixed to the EPAs standards. These cars may not meet current nitrous oxide (NOx) emissions guidelines, but they represent a proven carbon (CO2) emission reduction technology with substantial fuel economies over the vast majority of passenger vehicle fleets rolling along this country and this worlds roadways. Instead of scrapping TDIs that cannot be remediated, reinitiate the CLUNKERs program and require VW to swap out a currently registered passenger vehicle with worse NOx and CO2 emission ratings for an unremediated TDI at little or no cost to a low income recipient. The commuting poor will thank you for recycling real clunkers.
