Abstinence-only programs do not prevent teens from having sex - They prevent people from having SAFE sex as teens and as ADULTS.
Educational programs have historically been seen as a states’ right issue; however, The No Child Left Behind Act of 2001 already nationalizes standards for education for history, science, and math, and the rate of unwanted pregnancies and STIs are a national problem.
The abstinence-only method of sex education programs is known to be ineffective, yet only seventeen states in the US have comprehensive sex education programs integrated in their public school system.
