All fences or walls that prevent access along any border of public lands shall be torn down immediately. Grazing of livestock on public lands by contract shall be CANCELED immediately. The fencing shall be recycled and the proceeds used to execute fence removal. Federal funding shall be denied to any State, County or city that does not tear down fences as stated, cancel grazing contracts, or tickets or tows campers, RV's or tents parked in any park, roadside or public property for any length of time and for any reason such person has for parking there whether it is for their convenience or their personal choice. The sidewalks shall be their jointly owned property temporarily until such person chooses to leave. The lawn or yard that a tent is erected shall also be jointly owned.
