The GAO will be directed to write bills based audit recommendations that MUST be voted on by Congress WITHOUT amendment. The bill will pertain to a program or portion of a program that has been identified as not bringing best value to the citizens of the USA. Voting results will be published with audit results as "Congressional Response."
WHY? Only method to stop pork barrel "bridges to nowhere." May discourage the wasteful behavior in the first place.
