Make the PHONE COMPANY's responsible for policing outlaw TELEMARKETING company's by requiring them, by statute, to maintain a free and publically accessible list of business phone contact information.
Further, the phone companies would be required to validate the contact information, including company name, address, name(s) of principals and phone contact information quarterly. Their results would be subject to audit by the FCC.
A formal, actionable and responsive means of complaint should be established within the phone industry. The results of any investigation and actions taken would be reportable to the FCC and the complaintant. Penalty's would be levied for non-compliance or complicity. An appeals process should be established.
