The Department of Homeland Security has been making large purchases of .308, .223 and .40 caliber ammunition over the last few years. The types of ammunition being purchased is NOT the type used for target practice. Ball ammunition, which is a fully jacketed lead round surrounded by copper, is a cheaper ammo used for target practice. The types of ammo included in the 2 BILLION rounds purchased are rounds designed to kill and injure people. Hollow point ammunition as requested in the DHS purchase orders are of such a quantity and type as to not be explained away as being needed for target practice. It simply does not pass the logic test. The American people deserve a real explanation as to the Department of Homeland Security's need for these types and quantities of ammunition
