Congressional Act is required to have a lottery in the District of Columbia. Such an lottery would have a baseline benefit for individual head of households with a gross annual income below the federal poverty level as per demographic of residence. As such that the Dept of Employment Services and the Dept of Education and the Dept Human Services would set aside voluntarily contributions from same head of households . In a community chest and draw the worker, s Id or the student's Id or the welfare recipient's Id to award a grant to same. A baseline amount to raise the income level to the top of the FPL example $100,000,000 with a baseline of $25,000 yield 4,000 recipients. Via EBT Cards or direct payments to loans or monthly allotments matching low income pay check or doubling welfare amt.
