Tell FCC Reclassify Broadband under Title II resume protecting competition & use statutory power to save Net Neutrality

Considering that Slate.com and others have reported on subpar broadband service in the U.S. and how we fell from 4th worldwide in broadband penetration in 2001 to 26th or 27th today behind Romania in Internet speeds because the FCC abandoned its responsibility to protect competition online among service providers it is time we tell the FCC to reclassify broadband under Title II. Under the 1996 Telecommunications Act Congress intended for the FCC to regulate broadband as a public utility but the FCC abandoned its mandate given to it by Congress reclassified broadband in 2002 as an information service leading to reduced competition.
