Temporarily suspend rights and benefits of Congress members

Suspend the benefits and rights of Congress members in case of delayed passage of laws and legislature, unnecessary debates, or any other unproductive behaviors that would jeopardize the efficiency of the government and cause harm to citizen's benefits.

These suspension of benefits and rights include (1) suspending salary of Congress member for the amount of time being unproductive, (2) deny the benefit of recess during legislative process such as passing a law, (3) suspend personal freedom of Congress Members, and (4) suspend or terminate retirement or entitlement benefits of unproductive congress members deemed by citizens of the State.
