Set term limits to ALL government, other than president leave as is. SERVE 2 terms (should match presidents) if reelected; then wait 2 terms (8 years) then try for a new ellection; then no more- get out so a life time total maximum 16 years - more than enough time. Restrict pensions to that length of SERVICE.
