Term Limits Based on Congressional Performance

Simply stated:

If a balanced budget is not agreed upon by a predetermined date then all elected congress persons are ineligible for re-election when their current term expires.

After serving a one term ban, these persons may seek re-election. If re-elected and a balanced budget is again not achieved, these elected officials are then subject to a permananent re-election ban.
