The United States Congress has become dysfunctional, largely due to the overriding desire of all Senators and Representatives to repeatedly gain reelection. The reelection imperative creates personal incentives for our Senators and Representatives that are adverse to the long-term best interests of the United States. Difficult decisions on crucial issues (such as taxing, spending, the national debt, and budget deficits) are routinely delayed due to concerns about the next election. Accordingly, We The People propose that Congress and the President work to impose term limits of one (1) six-year term in the Senate, and three (3) two-year terms in the House of Representatives, for a maximum of six (6) years in either chamber.
