Give Voters a choice of Voting for Term Limits on ALL Congress as an option on the November 2014 ballot for Constitutional Amendment to encourage True service and not Careers, and adjust benefits to last only for the length of time served, and not lifetime, retroactively to apply to past members. NO GRANDFATHERING.
