Term limits for Congress Representatives

I believe this is something that everyone in America has been wanting for a long time, term limits for congress represenatives. There are term limits for Presidents, so why not congress? By consistantly allowing incumbents to serve 20-50 years nothing will ever change or get done. Incumbents will never be completely voted out because potential runners do not want to run against them, and therefore we are stuck having the same people serve our country who really do not have our best interests in mind (fiscal cliff is a great reminder).
