As a government employee I fully understand my leave and holiday policy as I assume other employees do. We signed up for the jobs we have knowing the benefits we would receive. There is no reason for employees to petition for extra days off from work. They should be satisfied with the days they get off and be glad they have a job. I'm confident there are people out there who would love to have those federal jobs and would be happy with the allocated holidays so let's open up some spots by terminating those employees who are petitioning to get extra benefits.
