Terminate pay for members of Congress and for staffing budgets until they are able to come up with a balanced budget.

As long as we are paying a high percentage of our annual budget for interest on our nation's debt, our government has that much less available to cover required expenses. Most states have requirements for balanced budgets. Our federal government should be able to balance the budget too.
