Terrific noise in the night, which disturbs us university students much!-----A Chinese student is asking for help!

I am looking for your help. Because I have heard this petition may help me before，although it is probably impossible. However, I want to try once more.
My location is in east-south China, Nangchang, Jiangxi Province. I am now at East China University of Technology. The matter I want to feedback is that there is always terrific noise at night, even in the midnight, which was caused by repairing the road closely! I already have called the local traffic management bureau for times, but their reactions made me upset. Yesterday I sent a message to mayor but I haven't received a reply till now.The specific address to the source of noise is at the intersection of Guanglan Road and West Huangjiahu Road.
