To place some control on one facet of Congressional spending (and corruption), I suggest tethering Federal salaries to the Federal minimum wage. Meaning, when Congress increases salaries for themselves and other Federal employees, they would have to raise the Federal minimum wage by the same percentage.
At the very least, tether Congressional salaries to the minimum wage as Congress consistently gives themselves cost of living raises.
