Is there enough assistance given to hurricane victims?

Since Hurricane Katrina, there have been many new policies implemented regarding helping hurricane victims. With Hurricane Matthew striking many states in the east, the question arises. Will there be adequate assistance given to hurricane victims and how soon after a hurricane does the assistance arrive? Has a timeline been established? What organizations are involved in overseeing that these victim's needs are being met? An update on these questions, by the federal government would be helpful.
