A law needs to be passed that forces congress to pass a budget on a yearly passes. There should be repercussions should they fail to pass a budget. They should be personally fined and in the event that we find ourselves potentially defaulting on loans or needing to make massive budget cuts that we are facing with the current sequestration they should loose their jobs.
