The People of the United States do hereby recognize that Liquid Thorium Power Plants, being significantly safer and cleaner than traditional nuclear power, and significantly less impacting on the environment than most alternatives to nuclear power, do hereby require the Department of Energy to educate Americans on the Safety of Liquid Thorium Power and encourage the establishment of such plants through policy and regulation.
