Originally comprised by the Southern and Northern States at the United States Constitutional Convention in 1787. Written into the Constitution (Article 1 Section 2 Paragraph 3) that slaves would be counted as 3/5ths of a person in order to increase the House of Representatives and the Electoral Vote for Southern States. Let it stand in 2016 that slavery is no more and ALL people are counted equally.
