President Obama can grant reparation through an executive order appealing President Andrew Johnson appeal of General Sherman Special Order 15. There is plenty of Federal land to make this hsppen in the same way the US provoded gor the Induans. We also have the continual colonization guarantee under the Emancipation Proclamation. This is the same authority that all Republican say if they are elected to the Presidency they will do to appeal Obama care and all other Obama's executives orders on gun control and immigration. Reparation would also consist of cash payment for slavery.
